Let me start by saying I never had this (or the minor
problem mentioned in paragraph 2 below) before.
So my HDD crashed and I had to get a new one and
reinstall all my nifty software. Upon reinstalling
Dundjinni and starting it up, everything looked fine
until I tried to test it out (as I haven't used it in
ages). And there is no art. The categories and names
are all there, but the images are 'blank' for lack of a
better word.
NOW, I have 3 art packs and after loading one of those I
was able to see the art from the pack, but still not the
core art. On a side note, the DJ refused to load
(something about not being installed right) after
installing one of the art packs. Reinstalling DJ over
the original install solved that issue.
I use XP so that UAC thing I've read about isn't an
issue. Java is 6-20.
EDIT
So I installed my other 2 art packs and they are fine. I
am guessing it has something to do with my disc version
(4). Even though I upgraded to 7 with the downloads. Do
I need to get a full 7 install file and how do I go
about that?

Welcome aboard Lauranda 
Since you are using XP and a Java version newer than v1.5.0.04, your best best would indeed be a full v1.0.7 of Dundjinni.
Send your original purchase information to the Store (store(at)dundjinni.com) and ask for the download link of Dundjinni v1.0.7.
If you haven't heard back by monday, please send me the same purchase information and I will see what I can do.
After installing DJ 1.0.7, you will have to get all your art packs in that version as well. Those are available in the Store when you login to your Store page.

Got the file. All is well now, except user art isn't
showing up. I downloaded one of the featured packs off the
website and nothing.

You should read the FAQ about v1.0.7 here and see if it helps. You can also look at post in the forum. Search for "user art".

I think I had the files in the wrong category. Looks like
floors to me, but it's actually classified as walls. I
moves them. Now they show up. Thank you.
