 Thanks, I have a use for these. My players are in a Roman type city and I can use these for traps and or items used by the thieves guild to stop the guards from chasing them. 
Query: How long were/are the points? Could they go through the bottom of boots or straw sandles?
Too lazy to try and search the web.

I'm not sure if I've read it correctly, but it looks like typical caltrops are 3 inches (a little over 7 centimeters)tall from the ground and are enough to puncture shoes but probably not steel boots (in the case of certain armors.) It looks like they were more commonly used against horses, though.
see the article on wiki for what I've found. It's not the most scientific source, but it's not terrible (and there's references!)

If it goes through car tyres and elephants feet, then yes, shoes would be penetrated. Modern caltrops are
often barbed for added annoyance. In some periods just putting lots of nails pointing up in a plank could be
annoying enough.
For comparison, in Vietnam, punjis were sharp sticks:
"In May 1966, after numerous widely-reported incidents of foot injuries to U.S. forces caused by punji stake
traps, issue Jungle boots were fitted with a stainless steel plate inside the boot's sole to protect the wearer
from punji stake traps."
