I've used Photoshop Elements. It is better for photo
touchups than anything else, but you can download the GIMP
for free, and it's an excellent program with a lot of
power.
Edit: That said, you can do object creation in the version
of Photoshop Elements I have (but I have an older version
that came with my Bamboo Fun tablet).
Cisticola - that's very cool. Like Rotten, I really
appreciated the step-by-step you posted.

Hi Rotten,
Photo Shop (I use Gimp which is freeware) are great for manipulating imgages & so I never really create anything within this type of software. Sayiing that, you can use the software, like DJ, to create a map out of ready made art, objects, photos, textures etc.
Here is a list of the software I use:
DJ - To do quick map layouts & all walls (it is very good at this);
Ink space (Equivalent to Illustrator) - Drawn tokens & objects (I cannot for the life of me use 3d software!);
Bryce - Textures & landscapes
Gimp - Bringing together map elements & lighting & shading; &
Pait.net - Good at resizing art & will save it in any format you wish.
Ink space, Gimp & Paint.net are all freeware
Bryce is currently free on special offer, which comes with Daz a 3d programme.

Hi Merc,
Glad that was popular, did it as bit of fun.
Thinking of doing a tut on the process of creating a map in Gimp (might be of interest to Rotten), from creating walls in DJ, exporting into Gimp, wall shadows, creating floors, placing objects into the map, & finally lighting & shadows....

Did you mean Inkscape? Or is there some other free program
